Pengadaan barang dan jasa pada pekerjaan preservasi jembatan perlu dilaksanakan secara efektif, efisien, transparan, dan sesuai dengan kebutuhan teknis pekerjaan. Penerapan sistem E-catalogue diharapkan dapat mendukung tercapainya proses pengadaan tersebut, namun implementasinya perlu dievaluasi untuk mengetahui kesesuaian antara tingkat kepentingan dan kinerja pada setiap aspek. Penelitian ini bertujuan untuk mengevaluasi implementasi sistem E-catalogue pada proyek preservasi jembatan menggunakan Model Context, Input, Process, Product (CIPP) serta mengidentifikasi indikator yang menjadi prioritas perbaikan melalui Importance–Performance Analysis (IPA). Penelitian menggunakan pendekatan kuantitatif evaluatif dengan data primer berupa kuesioner dan data sekunder berupa dokumen pengadaan serta dokumen pendukung proyek. Instrumen penelitian terdiri dari 33 indikator yang dikelompokkan ke dalam empat komponen CIPP. Analisis dilakukan dengan menghitung nilai rata-rata Importance, Performance, tingkat kesesuaian, dan pemetaan indikator ke dalam Diagram Kartesius IPA. Hasil penelitian menunjukkan nilai rata-rata tingkat kepentingan (Importance) sebesar 4,54, sedangkan tingkat kinerja (Performance) sebesar 4,49. Hasil pemetaan menunjukkan 7 indikator berada pada Kuadran I (Prioritas Utama), yaitu kesesuaian kebutuhan pengadaan, kesesuaian jenis pekerjaan, spesifikasi teknis, kualifikasi penyedia, evaluasi harga, ketepatan waktu penyelesaian, dan mutu pekerjaan. Sementara itu, indikator pada Kuadran II menunjukkan aspek yang perlu dipertahankan, sedangkan indikator pada Kuadran III dan IV memerlukan perhatian sesuai dengan tingkat kepentingan dan kinerjanya. Secara keseluruhan, implementasi sistem E-catalogue telah berjalan dengan baik dalam mendukung pengadaan pekerjaan preservasi jembatan, namun masih diperlukan perbaikan pada indikator yang menjadi prioritas utama agar pengadaan semakin sesuai dengan kebutuhan proyek dan meningkatkan efisiensi.

The Procurement of goods and services for bridge preservation projects needs to be carried out effectively, efficiently, transparently, and in accordance with technical requirements. The implementation of the E-catalogue system is expected to support these objectives; however, its implementation needs to be evaluated to determine the alignment between the level of importance and actual performance of each procurement aspect. This study aims to evaluate the implementation of the E-catalogue system in a bridge preservation project using the Context, Input, Process, Product (CIPP) evaluation model and to identify improvement priorities through Importance–Performance Analysis (IPA). This research employed an evaluative quantitative approach using primary data obtained from questionnaires and secondary data consisting of procurement documents and supporting project records. The research instrument consisted of 33 indicators grouped into four CIPP components. Data analysis was conducted by calculating the mean scores of Importance and Performance, the level of conformity, and mapping the indicators into the IPA Cartesian Diagram. The results showed that the average Importance score was 4.54, while the average Performance score was 4.49. The IPA mapping identified seven indicators in Quadrant I (Main Priority), namely procurement requirement suitability, work-type suitability, technical specifications, provider qualifications, price evaluation, completion time, and work quality. Indicators in Quadrant II represent aspects that should be maintained due to their high importance and performance, while those in Quadrants III and IV require further attention according to their respective characteristics. Overall, the implementation of the E-catalogue system in bridge preservation procurement has been well implemented and has supported the procurement process. Nevertheless, improvements are still required in the indicators identified as main priorities to ensure that procurement activities are better aligned with project requirements and achieve greater efficiency..
