Abstract
This research aims to provide implementation of a supplementary feeding
program (PMT) for children at risk of stunting in Seberang Ulu 1 District using
Edward III's Implementation Theory which includes communication, resources,
disposition and bureaucratic structure.
This research uses a qualitative approach with a case study method to
examine the implementation of the supplementary feeding program (PMT) for
children at risk of stunting in Seberang Ulu 1 District, Palembang City. Data was
collected through in-depth interviews with key informants such as health workers,
posyandu cadres, and parents of beneficiary children. Apart from that, a field
observation program and document analysis were also carried out to obtain a
comprehensive picture. The data describes Edward III's implementation theory,
which includes communication, resources, disposition and bureaucratic structure.
The results of this research human resources, especially health instructors
and posyandu cadres, are utilized optimally. Community attitudes towards this
program are mostly positive with high participation, although there are a small
number who still do not understand the benefits of the program. The program
implementation has gone quite well.
The conclusion from this research is that the program for providing
additional food for children at risk of stunting in Seberang Ulu 1 District is going
quite well. human resources are utilized optimally even though budget and
equipment are still limited, and community attitudes are generally positive with
high participation. The bureaucratic structure is supportive even though there are
still administrative obstacles and budget limitations. Improvements in resources,
bureaucratic structures and public education are needed for more optimal results.
