Abstract

This study aims to identify and analyze the factors influencing employee
work discipline at the Regional Office of the Ministry of Law and Human Rights
in South Sumatra in 2025. Work discipline is a crucial aspect in enhancing
organizational effectiveness and efficiency, particularly in the public sector,
which is responsible for delivering public services. This research employs a
qualitative approach with a descriptive method, collecting data through in-depth
interviews, direct observations, and document analysis. The findings indicate that
employee discipline is influenced by five main factors: clarity of goals and
employee competence, exemplary leadership, a proportional compensation
system, the effectiveness of supervision mechanisms, and firmness in enforcing
sanctions for disciplinary violations. The study suggests that leadership and
supervision play a significant role in fostering a culture of discipline in the
workplace, while an inadequate compensation system may hinder the
maintenance of employee discipline. Based on these findings, it is recommended
to strengthen the supervision system, optimize employee welfare, and promote
more adaptive and accountable leadership to create a more disciplined and
professional work environment. Thus, this research is expected to contribute both
academically and practically to policy formulation aimed at improving work
discipline in government institutions.
